It was a typical day at the animal clinic when we received a call about a dog in desperate need of help. The caller described a skinny, scared dog with two chains around her neck and leg. Her previous owner had intentionally restrained her to prevent her from running away, leaving her with no access to food or water. The thought of such cruelty made us feel sick to our stomachs.
