Thomas is getting desperate. The standard Forrester strategy may be to try to settle by making a payment to the family of Xander and Emma in exchange for the lawsuit being dropped.
Though, given that this is Thomas, he could take an extreme measure. Thomas’s connection with Hope determines how stable he stays, since he is on the verge of disintegrating.
If Hope were to decide to turn away or leave the ship, Thomas may throw out all the rules, which would be dangerous for Xander.
